Zulat Institute, represented by attorneys Dr. Hagai Kla’i, Gal Brir and Idan Sagar petitioned the High Court requesting it to order Justice Minister Yariv Levin to stop his boycott of Supreme Court President Yitzhak Amit, or alternatively order the government to transfer his powers to another minister.
Levin’s childish tantrum harms citizens, as a long line of positions remains unfilled, leading to delays and denial of justice. We asked the court to require Levin, or another minister who will receive his powers, to work with the judicial system and make the required appointments.
The minister’s conduct reflects a serious component of breach of public trust.
On July 14, Supreme Court Justice Ruth Ronen decided that the Prime Minister, Justice Minister and Supreme Court President will respond to the petition by September 1, 2025.

“For about two and a half years, Minister Levin has served as Justice Minister. From the day he assumed office, he has adopted a policy of ongoing boycotts against the judicial system and the process of appointing judges in Israel. This policy reached its peak recently, as the minister has not recognized, and in practice ‘boycotts’, the President of the Supreme Court. The minister refrains from holding work meetings with him, declares at every opportunity that he does not recognize his appointment to the position, and further declares that he will not cooperate with him in the position. And as he declares, so he does.”
